CPO’s International Knauss Fellow Attends COP27 with NOAA Delegation

From November 13th-18th, Andrea Miralles-Barboza attended the 2022 United Nations Climate Change Conference (COP27) in Sharm El-Sheikh, Egypt as part of NOAAs Delegation, which included NOAA Leadership and staff from across the agency.

Andrea is a 2022 Knauss Fellow placed in CPOs Climate and Societal Interactions (CSI) Division, where she works in the Adaptation Sciences (AdSci) Program, focusing on International Adaptation Sciences. Previous to her placement in CPO, she received her B.S. in Environmental Science and Policy, and her M.S. from the Marine Estuarine Environmental Sciences graduate program from the University of Maryland. Her thesis research conducted along Maryland’s Lower Eastern Shore applied anthropological methods to document how different coastal stakeholder groups understood the climate adaptation “managed retreat”, or a retreat from vulnerable coastlines. Throughout her fellowship she has been able to apply her interdisciplinary background to a variety of international AdSci efforts. This includes island resilience through a NOAA and Department of State Interagency Agreement, as well as climate capacity building efforts in Latin America and the Caribbean.

During her time on the ground in Sharm El-Sheikh, Andrea focused on highlighting CPO’s crucial role in the international climate resilience space. She served as the on the ground point of contact for a side event at the U.S. Center organized by CPO in partnership with the Department of Energy’s National Renewable Energy Laboratory (DOE/NREL) titled “Island and International Partnerships for a Net-Zero and Climate Resilient Future”. This roundtable event featured speakers (including Dr. Spinrad, Under Secretary for Oceans and Atmosphere, DOC) from across two partnerships, the Local2030 Islands Network and the Renewables in Latin America and Caribbean (RELAC) initiative. Speakers discussed the importance of cross-boundary partnerships for achieving climate goals.

In addition to this event, Andrea provided support to the larger NOAA delegation, developed her international climate network, and attended events about the intersections of climate adaptation and mitigation, food systems, health and environmental justice.

As a Venezuelan-American who grew up in Miami, Andrea has always been interested in how communities experience (and understand) climate at local levels and how that knowledge translates into international actions and policies, especially with regard to indigenous, island and hispanic communities. CSI is very excited to have been able to support Andrea’s participation in one of the world’s most influential climate forums to experience this firsthand.
