NOAA AC4 Solicitation of Interest

Purpose of Solicitation: The NOAA/AC4 Program is announcing a solicitation for an expression of Interest from the scientific community for (1) participation in a biomass burning focused field campaign presently being planned by NOAA/ESRL Chemical Sciences Division (CSD) and (2) complementary research activities. Comments on the value and goals of the proposed campaign as well as its overall approach are also welcome. The scientific community’s interest expressed through this solicitation will inform AC4 Program Mangers and influence future AC4 Program Announcement(s) that can lead to increased research and greater collaboration between NOAA/ESRL/CSD and the extramural community. Possible projects may include but do not have to be limited to modeling (pre-and post-mission), field measurements (airborne and ground based), laboratory experiments and analysis (including in the Missoula Fire Science Laboratory), as well as development, validation and/or application of satellite
measurements from SNPP/CrIS.

Description of FIREX: NOAA/ESRL/CSD is planning to undertake a comprehensive research effort to understand and predict the impact of North American fires on the atmosphere and ultimately support better land management through the Fire Influence on Regional and Global Environments Experiment (FIREX). Field missions focused on biomass burning such as FIREX are needed to address inadequacies in the existing experimental datasets, with foci including observation of night-time plume evolution and air quality impacts, better gas- and aerosol-phase tracking of chemical processes, and brown/black carbon emissions, chemistry and absorption attribution. A better process-level understanding is needed of gas and particle emissions from North American wildfires, particularly the emission factors, as well as chemical evolution and transport. A systematic effort is needed for a comprehensive budget of carbon and nitrogen-containing materials as well as identification of numerous species emitted from wildfires either directly or through chemical evolution of those emissions. The approximately 5 year effort will include laboratory and chamber studies as well as field measurements via ground sites, mobile platforms and airborne platforms, including NOAA WP-3 aircraft. The intensive phase of field deployment is scheduled for 2018.

FIREX science questions include:

  1. What are the emissions of gases, aerosols, aerosol precursors and greenhouse gases from North
    American fires?
  2. What is the chemical transformation of those emissions?
  3. What are the local air quality and visibility impacts of North American fires?
  4. What are the regional and long-term impacts of North American fires?
  5. What are the climate-relevant properties of biomass burning aerosols? Eligible Organizations: All prospective Principal Investigators (PI) at institutions eligible to apply for funding through the annual Climate Program Office (CPO) AC4 Program Announcement.

Letter Format: Each letter should be 1-2 pages long. It should include a short description of any potential project(s), its relevance to the biomass burning mission, a list of potential co-Is and collaborators (NOAA and otherwise), platform and other logistics requirements, and an overall cost estimate. Comments on the value and goals of the proposed campaign as well as its overall approach are also welcome.

The letters of interest will not be considered a letter of intent (LOI) for any possible future program announcements.
