CPO Staff Engage with Key International Partners of the U.S. Global Change Research Program

Members of NOAA’s Climate Program Office participated in the Annual International Meeting of the U.S. Global Change Research Program (USGCRP), held over a period of three days between November 19th and December 2nd.  Wayne Higgins attended as the Chair of the Subcommittee on Global Change Research and was joined by Ben DeAngelo and Jin Huang. The meeting was convened by the USGCRP International Activities Interagency Working Group (IAIWG), co-chaired by Lisa Vaughan.  

As directed by the Global Change Research Act of 1990, the USGCRP works closely with other countries and international programs to promote cooperation on global change research and foster enhanced capacity in developing countries. USGCRP advances international collaboration that (1) advances the priorities and objectives of the USGCRP community; (2) effectively links to USGCRP’s priority program areas; and (3) leverages existing agency investments and resources. 

USGCRP currently contributes core budget support to three international science organizations: Future Earth, which builds interdisciplinary, cross-sectoral partnerships to advance global sustainability science; the SysTem for Analysis, Research, and Training (START), which provides opportunities for research, education, and training to scientists, policymakers, and practitioners in developing countries; and the World Climate Research Programme (WCRP), which is a key international coordination mechanism for climate system research. In addition, the interagency program works closely with the Inter-American Institute for Global Change Research (IAI), a regional intergovernmental organization designed to foster societally relevant, interdisciplinary research in the Americas. 

The Annual USGCRP International meeting brought together representatives from the secretariats of international science organizations and over 60 representatives from USGCRP federal member agencies. Specifically, the meeting enhanced mutual awareness of each organization’s priorities, investments, and activities; determined areas where coordination could be most beneficial; and identified opportunities for collaboration. Highlights from this year’s meeting include advancing the relationship between the WCRP and the Global Precipitation Experiment (GPEX); engaging the international partners in the evolving USGCRP Latin America and Caribbean Initiative; and initiating a plan to leverage existing international programs to support the next generation of scientists to tackle transdisciplinary science questions.
