FY23 MAPP Funding Opportunities

The mission of the Modeling, Analysis, Predictions, and Projections (MAPP) Program is to enhance the Nation's capability to predict variability and change in Earth's climate system. The MAPP Program focuses on the coupling, integration, and application of Earth System models and analyses across NOAA, among partner agencies, and with the external research community. Primary objectives include: 1) improving Earth System models; 2) supporting an integrated Earth System analysis capability; 3) improving methodologies for global to regional scale climate analysis, predictions, and projections; and 4) developing climate modeling capabilities and applications relevant to decision makers based on climate analyses, predictions, and projections. MAPP sits within the Earth System Science and Modeling Division (ESSM) of the NOAA Office of Oceanic and Atmospheric Research (OAR) Climate Program Office (CPO).

In FY23, MAPP is offering two funding opportunities. Prospective applicants are encouraged to visit the CPO Funding Opportunity website for further information. On that website, applicants will find CPO's full Funding Opportunity, which contains information on how to apply to the solicitation, as well as information sheets describing each MAPP competition. Applicants are encouraged to review all documentation thoroughly before reaching out to program staff, submitting an LOI (due 9/1/22), or submitting a proposal (due 11/21/22).

FAQ

Questions submitted via the Google form will be answered here.

1) For the "Monitoring and Processes" component [of the drought solicitation], should the proposals focus on model products and modeling approaches? Would observation based monitoring products and process studies be acceptable?

For projects focused on drought monitoring, it is acceptable for the data and methods to be observationally based. For other projects, modeling approaches and data are required.

2) Is it required or encouraged to list someone from a NOAA lab as a collaborator on a proposal to address West US drought? For example, I'd like to use the GFDL SPEAR ensemble simulations (assuming they are publicly available), do I need to list someone from GFDL as a co-investigator on the proposal, or is it sufficient to say that I will use the SPEAR simulations and collaborate with GFDL colleagues as needed?

A NOAA collaborator is not required on proposals for the drought solicitation, nor is a NOAA collaborator necessary if PIs are proposing to use SPEAR data.

3) Does the MAPP program have a preference between multi-PI as compared to single PI proposals?

There is no programmatic disadvantage in proposing a project with a single PI or single institution. MAPP does not have a programmatic bias against or for such proposals. Peer review panels are sometimes critical of single-PI proposals if the individual PI is perceived to be lacking in expertise for a particular task/method/element of the proposal. For example, a panel might look negatively on a proposal from a PI who has expertise in observational datasets and analyses proposing to perform modeling tasks they don't have demonstrated experience with.
