Frank Niepold to Speak at First UNFCCC Expert Group Meeting on Monitoring, Evaluating, and Reporting ACE Activities

On April 14th, CPO’s Frank Niepold will speak at the first United Nations Framework Convention on Climate Change (UNFCCC) Expert Group Meeting on monitoring, evaluating, and reporting Action for Climate Empowerment (ACE) activities. The meeting is part of an activity series to advance discussions on the review of the UNFCCC Doha work programme on Article 6 of the Convention and on future work to enhance ACE implementation.

It is broadly agreed that the UNFCCC Doha work programme has provided a useful framework (2012–2020) for country-driven action relating to ACE implementation. National governments and non-Party stakeholders, including regions, cities, academic and cultural institutions, museums, IGOs, NGOs, international organizations, decision makers, scientists, the media, teachers, youth, women, and indigenous peoples have played an important role in implementing ACE at the local, national and international level.

The UNFCCC Conference of Parties (COP) requested the Subsidiary Body for Implementation (SBI), at its 52nd session, to launch the review of the implementation of the Doha work programme on Article 6 of the Convention. Following the review, the SBI is also asked to consider future work to enhance the implementation of Article 6 of the Convention and Article 12 of the Paris Agreement, and to prepare a draft decision for consideration and adoption at COP 26 in November 2021.

In 2021, given the continued uncertainty about how the pandemic will evolve, the SBI Chair continues to be guided by the same principle and is proposing a series of activities in preparation for the next session of the SBI. The activity series aims to build on the reports prepared by the secretariat on the review of the Doha work programme. The first expert group meeting is organized as part of this activity series.

The first expert group meeting will enable a technical discussion on how monitoring, reporting, and evaluating national action on ACE can be voluntarily implemented under existing transparency rules and arrangements. Frank Niepold will be speaking on good practices of reporting through National Communications, given his extensive experience reporting on the United States ACE activities in the U.S. Climate Action Report since 2008. The U.S. Climate Action Report is the title of the National Communications report to the UNFCCC. This will be Frank’s first UNFCCC speaking opportunity as a newly nominated ACE National Focal Point for the United States.
